dc.description.resumo	The objective of the present study is, in view of the constitutional provision of Cultural Rights, to reflect on the possibilities of meeting these rights using resources of the Municipal Law of Incentive to Culture 5.553/13. Research was carried out, referring to the period 2014-2020, in existing spreadsheets in the sector that manages this indirect incentive mechanism, to extract a small sample of projects that were analyzed in more detail. The result of the research shows a profile of projects that allow us to dialogue with the issue of cultural rights. In this work we seek to understand whether it is possible that cultural projects carried out with resources from the Municipal Law of Incentive to Culture can meet the cultural rights provided for both in the Federal Constitution and in the Organic Law of the Municipality of Rio de Janeiro. The result may contribute to future project formulations and management follow-ups with a view to meeting cultural rights

dc.description.abstract	O objetivo do presente estudo é, tendo em vista a previsão constitucional dos Direitos Culturais, refletir sobre as possibilidades de atendimento a esses direitos, utilizando recursos da Lei Municipal de Incentivo à Cultura 5.553/13. Foi realizada pesquisa, referente ao período de 2014-2020, em planilhas existentes no setor que gerencia este mecanismo de incentivo indireto, para a extração de uma pequena amostra de projetos que foram analisados mais detidamente. O resultado da pesquisa evidencia um perfil de projetos que mais nos permitem dialogar com a problemática dos direitos culturais. Neste trabalho, procuramos entender se é possível que projetos culturais realizados com recursos da Lei Municipal de Incentivo à Cultura possam atender aos direitos culturais previstos tanto na Constituição Federal, quanto na Lei Orgânica do Município do Rio de Janeiro. O resultado poderá contribuir para futuras formulações de projetos e acompanhamentos de gestão com vistas ao atendimento dos direitos culturais	pt_BR
