The axes of conflict in the international system, in the national system and in the conduct of foreign policy are related as conditioning of South American regional integration through UNASUR as public policy objective. The approach adopts the perspective of the formulator of public policy that, from a realistic point of view, identifies actors and interests, evaluates its power resources and capabilities, in particular of the Brazilian state, through the use of concepts of analysis and implementation of public policy, political science, international relations, economics, geopolitical and public administration. The focus is on the administrative dimension and its centrality to the success of regional integration, because there is a gap between the presidential priority given to South American integration in Brazilian foreign policy and the low profile of coordinating domestic policies to support the process. There is an important agenda in progress and administrative procedures are being improved, but are still insufficient to support the geopolitical project of establishing a pole of South American power." Considering the state interference in those years on the cultural production, the work links the relationship between radio and State - represents by Press and Propagand Departament (DIP), the Ministry of Health and Education and Ministry of Labor - during the 1930s and 1940s. The radio broadcasting context was examined from other social agents: the radio announcer, the press and literature. Working with the notion of broadcast "campus" we studied how the radio station operated. Some quotidian questions as the work relationship, the "old" and the modernity, the war, the nazism are reconstituted from the radio broadcasting scripts (at disposal in the National Radio archives), based on quantitative and qualitative analysis, and articles about radio in the current periodical. 1996-01-01T00:00:00Z
