"It is necessary to consider the complexity of the challenge represented by the implementation on the politics of heritage preservation in the 90s. This process was supervised and guided by the Advisory Board of the Institute of National Historical and Artistic Heritage
(PHAN). The article examines the participation of Advisory Council as an important arena of
IPHAN policies implementation. The study shows that despite the setbacks, progress was made
in the adopted policy. The federal level has expanded the number of overturning performed,
created the instrument log and proceeded in the process of implementation of the Programme
of Intangible Heritage. We will show the potential of the Council to build and consolidate a new foundation for the public management of Brazilian cultural heritage"
