Abstract:
"The current procedure for authorization of a public tender under the federal executive branch should be reviewed on the basis of strategic effectiveness. A new procedure should be adopted with prior authorization based on sizing of the workforce of the organizations. The granting of greater autonomy to the organizations for the replacement of employees must improve people management in the federal administration. The proposal is part of a broader discussion of measures aimed at increasing effectiveness and efficiency of public administration, in view of the Brasilia
Declaration of Public Management and the National Agenda for Public Management. The improvement of the administration should give the Brazilian state an intelligent structure, with more streamlined processes that enable rapid implementation and coordination of their actions in pursuing a national development project that increases the effective power of Brazil and increase its projection and the South America on the global stage, by adopting a regional development strategy articulated
with the private sector to seize opportunities for competitive restructuring of the productive system."
