This is Agenda 21 of culture - the first document with a global vocation that lays the foundations for a commitment of cities and local governments to cultural development. Agenda 21 for culture has been endorsed by cities and local governments around the world committed to human rights, cultural diversity, sustainability, participatory democracy and the creation of conditions for peace. Approved on May 8, 2004, in Barcelona, by the IV Forum of Local Authorities for Social Inclusion of Porto Alegre, in the framework of the first Universal Forum of Cultures.
