Resumen:
"This article aims at reconstructing the relationship between Conselho Federal de Cultura (CFC) and the creation process of the various regional "conselhos de cultura", most of which were founded between 1967 and 1970. It is interesting to observe that today, 40 years later, one cannot deny that cultural issues have grown more and more important in the national and international political agenda. However, most of the problems that seemed to demand urgent solutions in the 60s have not as yet been solved. The Conselhos de Cultura, in the various government levels, are nowadays deemed as key instruments in the process of public participative management, identified as more modern and democratic."
